2025 LA CoC Board At-Large Representative Nomination Process

The U.S. Department of Housing and Urban Development (HUD) requires that each Continuum of Care (CoC) establish a board representative of relevant organizations within the CoC’s geographic area to act on its behalf in carrying out the responsibilities established under federal regulations. As the designated lead agency for the Los Angeles Continuum of Care (LA CoC), the Los Angeles Homeless Services Authority (LAHSA) leads the administration of the election and selection process following guidelines set forth in the LA CoC Governance Charter.

The LA CoC Board is comprised of 21 members: eight (8) service planning area (SPA) representatives (one representative seat per SPA); eight (8) system partner representatives; and five (5) at-large representatives. There are four (4) at-large representative seat vacancies for the 2025 selection process. 

Per the LA CoC Governance Charter, at least three (3) members out of the twenty-one (21) total shall represent persons with lived experience of homelessness (as either currently experiencing homelessness or having formerly experienced homelessness) each representing one of the three main populations in the LA County Coordinated Entry System:

• Adults (18+)
• Families (households with a child under age 18)
• Youth (18-24)

For the 2025 At-Large Representative selection process, the LA CoC Board is interested in candidates who represent the following constituencies:

• Transitional Age Youth and/or Homeless Youth Forum of Los Angeles (HYFLA)
• Higher Education
• Survivors of Domestic Violence, Dating Violence, Sexual Assault, Stalking, and/or Human Trafficking
• Veterans
• Lesbian, Gay, Bisexual, Transgender, Queer (LGBTQ) Identifying Individuals

Nomination Submission:

Interested individuals should submit the Nomination Form, Candidates Statement, and relevant attachments to LAHSA via email no later than 5 p.m. on Wednesday, January 15, 2025. Applications received after this date will not be considered.

Nomination Review:

LAHSA will review candidate applications and verify all nominations and endorsements. Confirmed nominees will be posted on the LAHSA website (see above Timeline for At-Large Nominations, Website Posting, and Selection Dates).

CoC Board Selection and Results:

The LA CoC Board will review candidate applications and select its At-Large Representatives during its Regular Meeting on February 12, 2025. LAHSA will notify the CoC membership of the results via listserv email and through LAHSA's website.

LAHSA received seven (7) applications, five (5) of which were identified as eligible to move forward in the selection process.

Pursuant to the LA CoC Board bylaws, the LA CoC Board selects candidates for vacant At-Large Representative positions. The Board will vote to select new At-Large Representatives from the candidates listed above at the regular LA CoC Board meeting scheduled for Wednesday, February 12, 2025, at 1:00 p.m.
