LA CoC Membership
The LA CoC Governance Charter defines the General Membership of the LA CoC as consisting of persons and entities interested in collaborative, solution-oriented planning to address homelessness in LA County (with the exception of Glendale, Long Beach, and Pasadena). All individuals and entities ascribing to the above definition are considered members of the LA CoC.
The LA CoC addresses critical issues related to homelessness through a coordinated community‐based process of identifying and addressing needs utilizing not only HUD resources but also other sources of funding. This charge is often achieved through the work of the local coalitions, planning bodies, and LA CoC committees, subcommittees, and workgroups that comprise the LA CoC.
Open Call for New, Active Members
On behalf of the LA CoC, LAHSA invites and encourages all individuals and entities to become active CoC members by attending public meetings hosted by LAHSA (including, but not limited to, meetings of the LA CoC Board, CES Policy Council, and the LAHSA Commission and its committees) as well as community-based meetings, including those held by SPA Homeless Coalitions. The LA CoC especially invites people with lived expertise of homelessness as well as individuals and organizations serving those from culturally specific and marginalized communities experiencing homelessness who are overrepresented in the LA homeless population, especially amongst Black people, and including Latino and Indigenous people, those who identify as LGBTQ+, and/or people with disabilities.
All LA CoC members have the right to speak on any agenda item at public meetings, vote on the approval of the LA CoC Governance Charter, vote to elect a representative from their designated SPA to serve on the LA CoC Board, and participate in CoC activities as outlined in the LA CoC Governance Charter.

Meeting Schedule and Accessibility
On an annual basis, LAHSA hosts at least one general meeting for members. The last all-member meeting was held on Wednesday, December 13, 2023 from 10 - 11:30 a.m. At this meeting, LAHSA presented the annual updates to the LA CoC Governance Charter for the CoC General Membership to review and vote on adoption, information on general elections for the LA CoC Board for SPA representatives (for SPAs 2, 4, 6, 7, and 8), among other topics relevant to the LA CoC.

Accessibility
Public meetings are held in ADA- accessible spaces and accommodate persons with disabilities (e.g., offering sign language interpretation, language line translation services, and materials in alternative formats). The CoC website incorporates web/video accessibility best practices (e.g., Alt Text on images for screen readers, standard HTML tags, readable font with high contrast, option for grayscale transition, live transcription, and webpage magnification functionality).
Upon request, sign language interpreters, materials in alternative formats and other accommodations are available to the public for LAHSA meetings. All requests for reasonable accommodations must be made at least three working days (72 Hours) in advance of the scheduled meeting date. LA CoC Governance
The General Membership of the LA CoC is responsible for approving the LA CoC governance charter and carrying out or delegating the LA CoC responsibilities. The LA CoC responsibilities are outlined in Article 4, Section 1, Part B of the Governance Charter; and delegation of such responsibilities are set forth in the same section and shown in Appendix A: Delegation of Los Angeles Continuum of Care Responsibilities of the Governance Charter.

SPA Homeless Coalitions
To ensure local control and planning, the County is divided into eight geographic areas designated as Service Planning Areas (SPAs). Each SPA is expected to have a balance of services to support individuals experiencing homelessness, including outreach and engagement, emergency shelter, and permanent housing. LAHSA helps coordinate efforts among agencies, businesses, community leaders, government agencies, and elected officials to determine priority needs and services from a local, regional, and county-wide basis.
SPA Homeless Coalitions help drive community services and coordination in their region and provide a way for members of the LA CoC to collaborate and participate in efforts to better serve individuals experiencing homeless in their home community.
Further, SPA Homeless Coalitions partner with LAHSA to hold public elections following an open solicitation and application process for the eight (8) SPA representative seats on the LA CoC Board.
LA CoC Board SPA representative members represent any of the following constituent groups:
- Providers of housing and services for persons experiencing a housing crisis (services may include case management, housing location assistance, supports in increasing income, applying for public benefits, etc.)
- Homeless or formerly homeless individuals and families
- Non‐profit organizations representing veterans and individuals with disabilities
- Victim service providers, providing specialized services and advocacy to persons fleeing or attempting to flee domestic violence, dating violence, sexual assault, stalking, and human trafficking
All CoC Board members representing a specific SPA must demonstrate familiarity with the SPA they represent. Evidence of familiarity may include living or being employed in the SPA they represent during the period of active membership on the CoC Board.

US Department of Housing and Urban Development (HUD) Resources on Homelessness
The Continuum of Care (CoC) Program is authorized by subtitle C of title IV of the McKinney- Vento Homeless Assistance Act. The program is designed to: promote communitywide commitment to the goal of ending homelessness; provide funding for efforts by nonprofit providers, states, and local governments to quickly rehouse homeless individuals (including unaccompanied youth) and families, while minimizing the trauma and dislocation caused to homeless individuals, families, and communities by homelessness; promote access to and effective utilization of mainstream programs by homeless individuals and families; and optimize self-sufficiency among individuals and families experiencing homelessness.
