The U.S. Department of Housing and Urban Development (HUD) has awarded more than $200 million for FY 2024 renewal and new projects to the Los Angeles Continuum of Care (LA CoC). This amount represents an increase of $31 million over HUD’s allocation to the LA CoC in FY 2023. This increase includes an adjustment for Fair Market Rent for existing programs, a cost-of-living adjustment, and new programs. Included in the $220 million, LAHSA will receive $3.25 million in new funding for three new programs to serve domestic violence survivors. This will provide an estimated 92 beds in 32 time-limited subsidy slots for domestic violence survivors. LAHSA partnered with the Women & Children’s Crisis Shelter and the Los Angeles House of Ruth on the joint applications.

LAHSA’s partnership with Women & Children’s Crisis Shelter and the Los Angeles House of Ruth will bring innovative solutions to help domestic violence survivors quickly find a home and safety,” said Dr. Va Lecia Kellum Adams, Chief Executive Officer of the Los Angeles Homeless Services Authority. “LAHSA will continue identifying new ways we can change the rehousing system to maximize our resources and better address the humanitarian crisis on our streets.” 

The LA CoC includes all cities in Los Angeles County, with the exceptions of Glendale, Long Beach, and Pasadena. Each year, HUD announces a competitive Notice of Funding Opportunity (NOFO) for the CoC program nationally. For the first time, HUD introduced a two-year NOFO in 2024, as authorized by the Consolidated Appropriations Act, allowing communities to submit a single CoC application covering both FY 2024 and FY 2025. As the LA CoC’s Collaborative Applicant, LAHSA typically prepares and submits the funding application on behalf of the LA CoC. 

LAHSA is a joint powers authority of the City and County of Los Angeles, created in 1993 to address the problem of homelessness in Los Angeles County. LAHSA is the lead agency in the HUD-funded Los Angeles Continuum of Care and coordinates and manages federal, state, county, and city funds for programs providing shelter, housing, and services to people experiencing homelessness.
